Extracts from the draft minutes of a 'Full Blakeney Parish Council Meeting' which was held on Tuesday 1st June 2010
But first some Exciting News - Blakeney Parish Council Website is launched! This is something we have been working on for a while and will endeavour to keep up to date. As of 2nd June, Blakeney Parish Council has a website, which you can find at www.blakeneypc.co.uk We hope that as many Blakeney residents as possible will take a look at it, and we would very much appreciate any comments or suggestions. Your comments can be sent directly to our Clerk via the "contact" page on the site. At a later stage, we intend to add a Links page – linking to relevant non-commercial organisations in the Blakeney area – and an Events page, which will provide a calendar of forthcoming activities of interest to Blakeney residents. In the interests of cost-effectiveness, we have designed and constructed this web site in-house, and it will be managed by the Parish Council. We hope that all Blakeney residents will take the opportunity to look at our new web site, and will like what they see! Happy browsing!
Wells SNT – Although no officer was present, our SNT representative Graham Bean updated members with regard the last 3 known priorities set, which were: i) speeding in Wells – 10 fixed penalty notices had been issued, 3 verbal warnings were given and 1 vehicle, which was stopped, was seized for having no insurance, ii) high visibility presence in Cley, after recent spate of burglaries in the area – A total of 24 visits have been conducted in the area, and there have been no further burglaries iii) speeding in Morston Road, Blakeney – This area was visited 11 times and 3 fixed penalty notices were issued. The highest recorded speed was 48mph in a 30mph zone. 5 verbal warnings were also given. These have now been replaced by new priorities.
We were stunned to receive just 20 days notice from Norfolk County Council (not even Sanders direct) advising us of the further changes to the Sanders no. 46 Bus Service which took place from 30th May 2010. Sanders will now make the journey to Fakenham on a Thursday & Saturday only, not good for many reasons. We are writing to NCC, Sanders, Clerks at other local Parish Councils, Norman Lamb & the EDP expressing our concern over the lack of buses to both Holt & Fakenham for the start of the working day, and the complete lack of consultation and short time given with regard this change to the public service. If you feel strongly about the current level of bus services received then please do also put pen to paper, the more support the better. We will be happy to assist you. The Annual Return for the year ended 31st March 2010 was worked through line by line having been approved by the Internal Auditor and was formally approved and adopted and has been posted to the external auditor.
At long last we are pleased to say that we have now been able to get all interested parties together for a site meeting, and we have instructed our contractor to undertake to install a New Street Light outside the Spar shop as soon as possible, shedding a little light into Westgate Street and hopefully preventing further falls.
The 4 Year Strategy which is now in its final year was updated.
We have now had more than one whole season of the NNDC revised Verge Cutting programme within the parish and are satisfied with the level of service. The only complaints received by us, concern the verges and hedges abutting the highway and footpaths from private properties. These hedges, trees, shrubs etc, are the responsibility of the property owner who must ensure that their foliage does not impede the highway for safety reasons. Please do occasionally trot round and take a look at the other side of your hedge, and check that all is cut back from the road and footpaths. Better to be safe, than sorry!
From 2011 the Annual Parish Meeting will be held in March each year, ie. before the end of year accounts, other annual events and finance matters which arise at this time of year, hence making life just a little easier. In addition to this, it was agreed that the Parish Council will now distribute the Community Fund Grants at this meeting also. It is hoped that this will make the meeting more of a community meeting, and ensure that groups attend and give an update.
A Joint Training Event is being held on Thursday 1st July 2010 from 7pm to 9pm in the Scout Hut at Blakeney and will be presented by Mr Alan Fairchild. This is being undertaken with a neighbouring Parish Council and as the trainer comes to us, it should prove to be a more acceptable scenario which has shown to have worked in the past. This is really just a refresher/update session, and will be the first for some of our newer members.
We have now adopted a 'paper' on Affordable Housing to use as a public aid etc, and the members thanked Cllr Tim Morgan for preparing this document, which can be viewed via our new website www.blakeneypc.co.uk (Remember the website is still work in progress!)
The Parish Council will be helping Blakeney Scout HQ with an extension from the Parish Office to the Scout Hut for the provision of a telephone in the building to comply with current regulations, as it is not possible to receive a mobile telephone signal.
We are happy to permit Blakeney Pre-School to hold a Car Boot Sale on the Playing Field on Sunday 27th June 2010, do look out for their advert.
